Public Lecture on the Topic “The Global Security Initiative and Cambodia-China Friendship”

On the morning of Friday, 10 July 2026, the National Defence University (NDU) had the honour of hosting a public lecture entitled "The Global Security Initiative and Cambodia–China Friendship", delivered by H.E. Mr. Wang Wenbin, Ambassador Extraordinary and Plenipotentiary of the People's Republic of China to the Kingdom of Cambodia. The lecture provided a comprehensive overview of the evolving global security landscape, emphasizing the importance of strengthening international cooperation and further consolidating the enduring "ironclad" friendship and Comprehensive Strategic Partnership between the Kingdom of Cambodia and the People's Republic of China. The presentation was closely aligned with the foreign policy orientations of both countries and their expanding cooperation in the field of national defence. The lecture also underscored the significance of the Global Security Initiative (GSI), proposed by President Xi Jinping in April 2022. The Initiative advocates a vision of common, comprehensive, cooperative, and sustainable security through respect for the sovereignty, territorial integrity, and core interests of all nations, while promoting the peaceful settlement of disputes through dialogue and multilateralism. It was highlighted that the GSI has the potential to make meaningful contributions to maintaining peace, stability, and security in Southeast Asia at a time when the region faces increasingly complex geopolitical dynamics and non-traditional security challenges. For developing countries such as Cambodia, the Initiative was presented as an important framework for fostering a peaceful and stable environment that serves as the foundation for economic and social development, institutional capacity building, and expanded international cooperation to address shared challenges effectively. Furthermore, the lecture offered valuable perspectives and insights to the leadership, military officers, faculty members, and participants of the National Defence University on the evolving regional and global security environment, as well as the future direction of Cambodia–China cooperation. It reaffirmed the shared commitment of both countries to further strengthening peace, stability, sustainable development, and shared prosperity for the mutual benefit of their peoples.
